The site was offline by Saturday afternoon, but it was unclear whether hackers or the site’s administrators were responsible.
Protests broke out against Armenians in Baku, the Azerbaijani capital, in January 1990 over the disputed territory of Nagorno-Karabakh. Soviet troops intervened and put down the protests in week-long clashes.
International human rights groups said the force used against demonstrators was excessive, according to the AP.
