Fraudsters sent emails entitled "Urgent information to all credit card holders", which said a new law required the reader to identify themselves to the government to "create a secure and safer Internet community." Regulations.gov belongs to the Bush administration. It asks users to comment on federal regulations, sometimes requesting personal details.
