Clean Energy Regulator puts APIs at centre of core tech rebuild

The Clean Energy Regulator (CER) is undertaking a multi-year transformation of its core technology and data repositories, following an API-first strategy to modernise its operations.

The government regulator is progressively re-building all its core platforms and will deliver a new guarantee of origin scheme and an emissions and energy reporting system in the next stage of the program.

CER, which administers laws related to carbon emissions, renewable energy, and energy efficiency, is now looking for a permanent general manager transformation and chief data officer to lead the program.

The role, which is held on an interim basis by Leigh McFarlane [pdf], will work alongside CER CIO Simon Marsden and report to scheme support division executive general manager Mark Williamson.

CER brought together the management of its transformation program and data functions into one role in 2023, which appears to have been held by McFarlane in an acting position since then.

According to CER, the transformation program has already led to the regulator migrating off old registries which hold various carbon and renewable energy certificates.

The next stage, a spokesperson told iTnews, will see CER “progressively bringing new and existing units and certificates into the new registry”.

“During this multi-year [program] it is critical that we can prioritise business needs and deliverables, manage scope and ensure we harvest common synergies/functionality and manage all critical interdependencies – and deliver efficiently in our agile build,” the spokesperson added.
