Shadow communications spokesman Malcolm Turnbull has accused the Government of making it "extremely difficult -- one could say impossible --" for a future Coalition government to sell down the National Broadband Network before its completion.

"Selling the NBN will be harder than privatising Telstra was," he said. "That is a very big challenge."
