The annual Freedom of Information report is one of a large number of documents released quietly in the day or two before Christmas.
The latest report shows the Department of Communications was slightly more open in the past financial year, and even brought its processing costs down.
Also today, the US Government launches a bid to prevent another major data leak along the lines of cablegate.
