A group of telco consultants and engineers in Victoria is planning to launch a not-for-profit internet service provider that would offer cheap access to the NBN. But is there room in the industry for another ISP?

And Telstra is set to upgrade its wholesale IT systems in order to standardise service qualification tests before it begins migrating customers from its copper network to the NBN.
