A predominant theme of this week's edition is the suggestion that government IT may not be as "agile" or as "resilient" as it sometimes aspires to be, with a number of agencies still using outdated software.

Has the public sector become risk averse, slow and poor at strategy as a mainstream response to perpetual budget cutbacks?
