We at iTnews are fascinated by Government procurement and were surprised last year when the Department of Defence inked a $347 million deal with IBM without testing the market. Today, we can reveal why.

It's going to be a tough year, with agencies pushed to meet a four percent efficiency dividend as well as a 20 percent capital expenditure cut. Stay tuned.
