Greetings,

What is it about the term 'mandatory' that causes agencies to seek an 'exemption'?

From where I sit, it seems Defence's $40 million deal with Accenture is yet another example of either a failure of leadership by AGIMO or a sad reality of central agencies having to defer to larger, whole-of-government plans.

Meanwhile IT suppliers and consultancies must wonder whether their investment in bidding for such panels was good value or not...
