Acision has provided some thoughts on this, including ways that carriers are looking to encourage users onto off-peak bandwidth.

Home/mobile usage delineation is also interesting. Those who took Hutchison up on their original 'Orange' offers will remember those CDMA mobiles that could also provide cheaper rates when you were at your home address. Bringing that to broadband could be an interesting proposition.
